The Board of Directors of the Balearic Port Authority (APB) agreed in the meeting held yesterday, December 18th in Palma, to issue a public tender for the management of a marina for recreational boating at the port of la Savina. The facility will include moorings for boats, a dry marina, two underground parking lots, the operation of several buildings, and the supply of fuel among other services available to its users.

The tender stipulates a minimum investment by the winning company of fifteen million euros and will evaluate in its terms the reduction of rates for moorings, especially for boats up to eight meters in length. Also, for the rates of commercial premises, terraces, parking lots, electricity supplies, and the services of lifting, launching, and hauling of the dry marina.
It will also prioritize the introduction of environmental improvements such as the use of renewable energy, the use of ecological materials, sustainability measures, and technological innovation.
These two aspects, investment and rate reduction, will be valued more in the tender than the fee to be improved, which starts with a minimum of 1.2 million euros plus 4% of the business volume per year. The concession will be for a maximum of twenty-five years.
The surfaces to be managed amount to about 26,000 square meters of water mirror and 23,000 square meters of land that will include a dry marina for charter boats up to seven meters in length, a diesel fuel dispenser and other non-polluting energy sources, as well as several buildings designated for commercial premises, offices and restaurants, warehouses, marina services, and restrooms among others.
Currently, there are about 180 moorings for boats in the water surface at the port of la Savina. The winning company will be able to establish the distribution it considers appropriate as long as a minimum fleet of 75 mooring spots is maintained for charter during the four months of high season from June to September, 55 year-round base moorings, and six moorings for use or assignment by the APB for organizations such as the Civil Guard, Maritime Rescue, Customs, etc.
Of the 75 moorings arranged for charter, 40 will be for boats up to six meters in length, 25 up to eight meters, and 10 between ten and fifteen meters. In addition, the concessionaire will have a dry marina that is expanded from 35 to 55 boats up to seven meters in length, 35 for charter and 20 for the seventh list.
The APB takes these measures in response to the request from the small trade sector that has repeatedly called for the promotion of charter in the port of Formentera and the social need to increase the number of base moorings for small boats. With the unification of the two existing concessions, an optimization of space is achieved, resulting in an increase of 42 new moorings up to 8 meters. In addition, the concessionaire will be able to meet the demand for moorings during the low season months, as it cannot allocate the 75 spots occupied during the summer to charter.
The new concession will have about ten buildings, some of which will need to be remodeled while maintaining the external appearance of the facades and the architectural characteristics, without increasing their buildability. Other buildings will be demolished for the construction of underground parking spaces and rebuilt on their surface.
In this regard, four buildings will be demolished and four will be constructed or reconstructed. Two of these, once the Special Plan under processing is definitively approved. Among the buildings to be demolished to make way for new constructions are the Casa del Mar and the old fishermen's guild, which will give way to a new building. The buildings will have reordered uses but will maintain the current services of restaurants, offices, shops, marina services, warehouses for the fishing industry, and children's playgrounds.
The works will be carried out in two phases, taking into account the definitive approval of the Special Plan of the port under processing and the completion of the existing concessions in force. All actions must comply with the current Special Plan of the port as well as the new one under processing, which includes a reduction in the height of the buildings.
The winning company will also build and manage two underground parking lots of approximately 200 spaces for private use and prohibited to rental companies: one in the east area, of almost five thousand square meters, and another in the west area, of 2,600 square meters.
