The draft bill for the integral management of the Balearic coastline submitted to popular debate

The Balearic Government has opened a consultation process to know the opinion of the citizenship on the law of integral management of the coast of the Islands.

Prior to the drafting of the text, the most representative people and organizations potentially affected by the future regulation can make contributions on the existing problems to be solved, on whether it is necessary and appropriate to approve a new regulation, what objectives it should have and the possible alternative solutions, regulatory and non-regulatory.

The autonomous regulation aims to establish a general framework that allows the planning, protection and integrated management of the coastal areas of the Mediterranean. This law aims to establish a general framework that will allow the planning and management of the coast as a continuous and unique entity, on which environmental, economic and social values that deserve protection converge, and to establish the criteria to guarantee the rational and sustainable use of the coast, taking into account the responsible management of natural resources and the protection of the environment. 

It is also intended to provide for measures to conserve beaches and recover their environmental quality, and other measures to preserve and recover coastal areas and their ecosystems, and to prevent and reduce the effects of the risks that threaten them, whether caused by natural or human activities, with special attention to the risks derived from climate emergencies.

This participative previous process consult is open during 20 working days, from the 20th of March 2024 until the 19th of April 2024 (both included).

The contributions can be presented through the following ways:

ELECTRONICALLY:

-Via the "prior consultation" of the procedure for the drafting and processing of this preliminary draft of the E-Office law.

This system requires a digital certificate, eDNI or permanent cl@ve.

- Through the following form of the Citizen Participation Portal of the Government of the Balearic Islands.

This system allows contributions to be submitted without the need for an electronic certificate or DNIe but does not issue an acknowledgement of receipt of the content sent. However, as long as the contributions submitted in this way contain the identification of the person or entity that makes them, they will be included in the normative elaboration file.

IN PERSON:

Individuals can also submit them at any registry office or by post by writing to the Directorate General of Coasts and Coastline of the Department of the Sea and Water Cycle, (C/ Gremi de Corredors, 10 Polígon Son Rossinyol- 07009 Palma).
